2-4" Ostrich plumes with a soft, windable or strippable center stem.  Fibers can be cut from the stem and placed in Petitjean's Magic Tool, or wound.  They are for beautifully collard and patterned flies.  Used extensively by Mikael Froden on his tube fly patterns.
